Still the standard for interface design and handoff. Most other design tools here either export to it or are built to pair with it.

Went from prototyping tool to full no-code website builder. Good when you want a polished marketing site live today without writing any code.
Radix UI
Unstyled, accessible React primitives (dialogs, dropdowns, popovers) that handle the annoying keyboard/focus-trap edge cases for you. Development has slowed since the WorkOS acquisition, but still the safe default for existing projects.
shadcn/ui
Not a component library you install, a generator that copies the source into your own repo, so you actually own and can edit every component instead of fighting an abstraction layer.
Tailwind CSS
Utility-first CSS that most of the rest of this list is built on top of. If you're not using it already, most of the ecosystem assumes you are.

A huge Figma design system (10,000+ components) with a matching React/Tailwind component library, handy if you want your designs and shipped code to actually match.
